Ms. Tesa L. Lanoy

Chief Financial Officer/Comptroller, U.S. Special Operations Command

Tesa L. Lanoy, a member of the Senior Executive Service, is the Chief Financial Officer/Comptroller, U.S. Special Operations Command, MacDill Air Force Base, Florida. She is the principal financial advisor to the Commander of U.S. Special Operations Command, and the chief spokesperson for special operations budget and execution issues totaling more than $13 billion annually. Her office provides fiscal direction and guidance to the four USSOCOM component commands, a sub-unified command and seven theater special operations commands, and regularly interfaces with the Office of the Secretary of Defense, the military services and Congressional staffs. 

Ms. Lanoy, a native of Ohio, began her civil service career as a cooperative education student with the Air Force while at the University of Dayton. She has more than 30 years of experience with the Department of Defense and has held positions in budget formulation, resource management and program control. Her experience spans several appropriations and functional areas, including budget, audit and logistics. Ms. Lanoy deployed in support of operations Iraqi Freedom and Enduring Freedom. Prior to her current assignment, Ms. Lanoy served as the Deputy Chief Financial Officer/Comptroller for U.S. Special Operations Command.
