Special Operations Forces Support Activity (SOFSA) Program Manager - Expeditionary Support, SOF AT&L, U.S. Special Operations Command

Mr. Joel J. Fox is the Program Manager for Expeditionary Support (PM-ES), Program Executive Office (PEO) Special Operations Forces Support Activity (SOFSA) United Stated Special Operations Command (USSOCOM), Blue Grass Station (BGS), Lexington Kentucky. He leads a diverse team of 6 Government employees and contractor support personnel. PM-ES provides logistics-related capability development, enhancement and support programs that provide operational capabilities, programmatic expertise, and acquisition authority in support of Special operations Forces. PM-ES is responsible to the PEO for managing the Joint Operational Stock Program, Foreign/Non-standard Weapons, Materiel and Munitions Program, mobile Technology and Repair Complex Program, and providing Contested Logistics support to USSOCOM subordinate units and directorates. Prior to assuming his role as the PM for Expeditionary Support, Mr. Fox was the SOF Systems Branch Chief, managing contract support for 4 SOCOM Components, 8 PEOs/Directorates, 5 Theater Special Operations Commands (TSOCs), the National Mission Forces, other high priority units and Other Government Activities.

Mr. Fox has over 32 years of service in the Department of Defense, comprised of both active duty in the United States Air Force and Federal Civilian Service. Mr. Fox enlisted in the Air Force in 1992 as a Cruise Missile Maintenance Technician. Mr. Fox went on to receive a commission from Air Force Officer Training School and finished out his active duty career as a Logistics Readiness Officer assigned as the Operations Officer for the 30th Logistics Readiness Squadron, 30th Space Wing, Vandenberg Air Force Base, California. He is a graduate of the Basic and Logistics Readiness Officer Courses, Air and Space Basic Course, Contingency Wartime Planners Course, Combat Logistics Course, Logistics Career Broadening Program and Squadron Officer School. He has served as a Fuels Management Flight Commander, Deployment and Distribution Flight Commander, Chief of Strategic Logistics Systems, Combined Security Transition Command – Afghanistan, and Material Management Flight Officer-in-Charge.

Mr. Fox has a Bachelor of Science degree in Workforce Education and Training from Southern Illinois University and a Master of Arts degree in Human Resource Development from Webster University. He is a 2022 graduate of the USSOCOM Civilian Development Program. His awards and decorations include Meritorious Service Medal (1 Device), Command Civilian Award for Valor, Air Force Commendation Medal (4 Devices), Air Force Achievement Medal Afghanistan Campaign Medal, Nuclear Deterrence Operations Service Medal (1 Device).

Mr. Fox is married to the former Nichole Harmon of Watervliet, Michigan; they have two sons, Gabriel, and Mason.
