Mr. David Breede

Program Executive Officer, PEO C4, U.S. Special Operations Command

Since March 2023, Mr. David Breede has served as the Program Executive Officer (PEO) for Command, Control, Communications, and Computers (C4) in the Center for Special Operations Forces’ Acquisition, Logistics, and Technology (SOF AT&L) at U.S. Special Operations Command (USSOCOM), MacDill Air Force Base, Florida. In this capacity, he is
responsible for providing rapid and focused development, acquisition, fielding, new equipment training, and sustainment of SOF C4, Military Information Support Operations, and Civil Affairs systems.

Mr. Breede, a native of Stafford, Virginia, joined the Naval Surface Warfare Center (NSWC) at Dahlgren, VA as a Mechanical Engineer, Standard Missile Test and Instrumentation after graduating from Virginia Tech where he earned a Bachelor of Science in Engineering Science & Mechanics. After 10 years at NSWC, he moved on to the Test & Evaluation Directorate of the US Marine Corps’ Expeditionary Fighting Vehicle Program. For three years he served as a systems engineer supporting all phases of developmental and operational testing. At USSOCOM, he has served as an acquisition program manager for a Joint Capability Technology Demonstration and as the Director for the Integrated Strike Programs for PEO Fixed Wing. Prior to being appointed PEO for C4, he served as the PEO for Special Reconnaissance overseeing the development, acquisition, and fielding of state-of-the-art sensors and associated C2, emplacement, recovery, and specialized communication systems across all domains.

Mr. Breede is a career acquisition and engineering professional and a graduate of the National Defense University’s Eisenhower School for National Security and Resource Strategy.
