Mr. Arthur Coon
Since June of 2023, Mr. Art Coon has served as the Director (DIR) for Enterprise Information Systems (EIS) in the Center for Special Operations Forces’ Acquisition, Technology and Logistics (SOF AT&L) at U.S. Special Operations Command (USSOCOM), MacDill Air Force Base, Florida. In this capacity, he is responsible for providing rapid and focused development, acquisition, fielding, training, and sustainment of SOF Information Systems spanning four security enclaves and supporting over 80,000 SOF users globally. As the Director for EIS Mr. Coon oversees five acquisition programs and the SOF Integration Facility (SIF) with an annual total obligation authority of over $600 million.
Mr. Coon has 22 years of military experience in the U.S. Army serving 8 years as a radar and launching section technician for the Homing All the Way Killer (HAWK) air defense system, and 14 years served in the United States Army Special Operations Command (USASOC). In his various roles within the USASOC Mr. Coon served 10 years on an Operational Detachment Alpha (ODA) in 7th Special Forces Group Airborne and retired from the Special Warfare Center and School (SWCS) in 2003 where he served as an Advanced Non-Commission Officer Academy Instructor. Moving to MacDill AFB, Tampa Florida in 2003 he continued serving Special Operations Forces as a contractor supporting the SOFAT&L Tactical Local Area Network (TACLAN) and SOF Deployable Node (SDN) programs.
For nearly two decades, Mr. Coon has held a variety of positions in SOF AT&L supporting PEO Command, Control, Communications and Computers (C4) to include Various contractor support positions 2003-2009, as the Acquisition Program Manager (APM) for Command Control Communications and Computer Information Automation Systems (C4IAS) 2009-2013, the APM for SOF Tactical Communications (STC) 2013-2018, and Deputy Program Executive Officer (PEO) for Command, Control, Communications and Computers (C4) 2018-2023.
Mr. Coon holds various Information Technology (IT) certifications to include credentialing as a Microsoft Certified Systems Engineer & Cisco Certified Network Associate, has attained Level-III DAWIA certifications in IT and Program Management, has earned a Bachelor’s degree from Liberty University, and a Master’s degree in Business Management from the University of Phoenix.
