COL Matthew Bowler

Director, DEVCOM Forward Element AMERICAS

COL Bowler graduated from the United States Military Academy in 1995 and was commissioned as a Field Artillery officer.

As a field artillery officer, he was assigned to the 3-320th Field Artillery, Fort Campbell, KY where he served in various leadership positions and then to the 75th Field Artillery Brigade, where he served as an Assistant Battalion Operations Officer and Battery Commander.

Following his command, COL Bowler was assessed as an Acquisition Officer. His first acquisition assignment was as the Assistant TRADOC Systems Manager for Cannons where he worked to develop the Operational Requirements Document and initial Concept of Operations for the Excalibur Precision Guided Munition.

After completing an MBA program at the Naval Postgraduate School, COL Bowler then was assigned to Aberdeen Proving Ground, MD where he served as an evaluation officer at the Army Test and Evaluation Command, and then as the Assistant Product Manager for the Joint Biological Tactical Detection System at the Joint Program Executive Office for Chemical and Biological Defense.

His next assignment as at the Army Capabilities Development Command’s Armaments Center, where he worked as a military advisor for the Joint Services Small Arms Program (JSAP) Office. While assigned to the JSAP office, he helped manage the technology demonstrator project that would inform the development of the Next Generation Squad Weapon.

Following this assignment, COL Bowler was assigned to work at TRADOC Headquarters, Fort Eustis, VA as a division chief in the Army Requirements Integration Center Science and Technology Office, where he helped to focus the Army’s priorities for Science and Technology.

COL Bowler then returned to Fort Sill where he served as the Senior Acquisition Advisor to the TRADOC Capabilities Manager for Army Air and Missile Defense, where he assisted in managing the requirements for the Army Integrated Air and Missile Defense System.

Following this assignment, COL Bowler returned to Aberdeen Proving Ground (APG) where he served as the Product Manager for Assured Positioning, Navigation and Timing (A PNT) managing the development of what are now the Mounted A-PNT and Dismounted A-PNT systems. While at APG he also served as the Military Deputy at the CECOM Software Engineering Center, and then as the Military Deputy at the CECOM Integrated Logistic Support Center.

COL Bowler is currently assigned at Fort Sam Houston, TX where he serves as the Director of Army Futures Command Forward Element-Americas.
